Research teams should be built around partnerships involving private sector, academia and public administration at local, national and international level. Local partnerships create a ground where effective interaction between academic community and public administration could be carried out. Of significant importance are also international partnerships. Modern research and development concept also requires new human resources strategy. The classical view - quantity and quality of researchers - is to be complemented with human resources capable of administrating research centers and big research projects, capable to cooperate with public and private sector and skilled in commercialization of R&D outputs. These are the basic conditions for quality and capability of modern human resources in the area of research and development. To carry out quality R&D it is extremely important for every researcher, research team and research institution not to stay isolated, but to build multiple partnerships of various kinds. It is very important especially due to growing importance of various R&D centers, collaborative research, international R&D cooperation and growing pressures on better connection between research and social and economic demands.
